What it means
Variability Index (VI) is normalized power divided by average power. It tells you how evenly you paced: a VI near 1.0 means smooth, constant effort; a higher VI means lots of surges and coasting.
For a time trial or a solo climb you want VI close to 1.0 — even pacing is fastest. A criterium or a hilly bunch ride will naturally show a higher VI.
